As Programme Lead, Richard led the design of The BIG Lottery funded 'HeadStart Kernow' Strategy and programme within a context of partnership and co-production. Currently he is leading on all elements of programme management, delivery and evaluation.
In his previous role Richard had responsibility for the joint ESF/DWP funded programme for 'Supporting Families with Multiple Barriers into Employment', delivering across Cornwall via partners in the Voluntary and Community sectors.
Previously managing the 'Beacon Status' Real Choices programme and as Child Poverty Lead, he led a Cornwall-wide initiative jointly funded by HM Treasury, Cornwall Council and Job-Centre Plus, aiming to prevent and tackle child poverty. This work was further developed as one of 10 Local Authority Innovation Pilots for the Child Poverty Unit. Prior to that he held a role developing strategic and local relationships between statutory and "civil society" partners in the education sector.
Richard has a diverse background with experience in the Private, Statutory and Voluntary sectors with experiences including being Chair of Governors in a large local primary school as well as sitting on steering groups for Children's University, Open Forum for Sustainable Education in Cornwall and "Growing Collaboration". Richard has held roles in various Extended Service Management Boards and Steering Groups and brings a passion for both tackling disadvantage and facilitating aspiration. He is currently supporting the development of a girl's youth football team, is an on-call Fire-Fighter with Cornwall Fire and Rescue and in his spare-time is dad to four children.
